[Fix] Startpage ValueError on Spanish date format
...
datetime.parser.parse() does not know the Spanish date format which
leads to a ValueError. Fixes #1870

Fix issue with unicode caracters in startpage : we shouldn't urlencode them if we are using POST.
Should fix #169 . @dimqua can you confirm ?
